Our new Junior Land Steiermark Fellow Serge Nengali Kumakamba in a word rap about his current research, his previous career stations and his plans in Graz.

Serge Nengali: ... (AI-based) Cyber-Attacks Conducted by Private Militants and the Responsibility Regime for Violations of Human Rights and International Humanitarian Law- Legal and Policy Challenges.

 

This is so relevant right now because... 

Serge Nengali: ...it is very important for the international law to have a broader perspective in order to maintain its function in international relations and international community in general. This is also relevant in view of the conflict situation on the ground in Ukraine, which has been and is still occurring in cyberspace with devastating effects on civilian critical infrastructure.

 

This fellowship…

Serge Nengali: ...will allow me to delve into the research on human rights and commit to credible sources, while engaging with people with excellent track records in researching and promoting these rights.

Your professional path has been...

Serge Nengali: ... filled with several exciting stops and milestones. Initially, my academic trajectory included a bachelor´s degree in Law and Economics from the University of Salzburg. I then moved into the world of policy and law, as Intern at UNHCR in Geneva, later at the Treaty Section of the Office of Legal Affairs of the UN Secretariat at the Headquarters in New York, and also at the International Court of Justice in the Hague. Here, the goal was to develop skills and conceptual knowledge for academic endeavors in international law and international relations.

Thereafter, I became an Integration Officer at the Austrian Integration Funds, a public agency under the Austrian Ministry of Interior, dedicating to building a sustainable future for refugees as myself in Austria. I then spent many years studying three Masters, in International Law at the Graduate Institute of International and Development Studies in Geneva, International Relations at the Diplomatic Academy of Vienna, and Law and Economics at the University of Salzburg. Here, the interdisciplinary aspects of international law were of fundamental importance to me.

Next, I worked in the private sector as Subject-Matter Expert in Law and Marketing for a consulting company based in the Czech Republic. At present, I am pursuing a Joint-PhD degree in International and European Law at the University of Salzburg and Palacky University Olomouc in the Czech Republic.

 

In Graz you would like to…

Serge Nengali K.: ... to learn from the extensive expertise of the members of the faculty and scholars at the Institute of International Law and International Relations in human rights law and politics as well as receive practical training on the subject, while also getting to know this great city with the assistance of my many colleagues at this university.

Juni 2026 lud das Zentrum für Kunst- und Kulturrecht zu einer bewegenden multimedialen Buchpräsentation ein. Die Veranstaltung, die im Zeichen von Manfred Bockelmanns Kinder-Holocaust-Projekt „Zeichnen gegen das Vergessen“ stand, stieß auf enormes Publikumsinteresse und erwies sich als großer Erfolg für die gelebte Erinnerungskultur.
