Seyfullah Hasar is an Assistant Professor of International Law at Dicle University, Türkiye. He is also the author of State Consent to Foreign Military Intervention during Civil Wars (Brill) and co-editor of the Digest of State Practice published in the Journal on the Use of Force and International Law.
His research focuses on determining who constitutes the government of a state in contested situations. His recent publications include Recognition of Governments and the Prohibition of Intervention, published in AJIL Unbound, and Recognition of Governments and the Case of the Taliban, published in the Chinese Journal of International Law.
During his stay in Graz, he will be researching the role of collective recognition in the identification of governments. Hosted by Professor Erika de Wet, he looks forward to enjoying the University of Graz’s serene and reflective academic environment while engaging with colleagues at the Faculty of Law in discussions that contribute to his research.
