Hernán Gómez Yuri is a doctoral (J.S.D.) candidate at Yale Law School, where he also completed his LL.M. in 2024 as a Fulbright Scholar. He earned his law degree from the University of Chile in 2021. His research explores the role of “fourth branch” or “guarantor” institutions (electoral commissions, ombuds offices, audit bodies, central banks, and other institutions) in constitutional systems, particularly their interactions with partisan politics and the political branches in Latin America.
Gómez Yuri decided to come to Graz because he is interested in exploring the status of constitutional courts in this framework. While they are not generally included within the fourth branch concept, it is necessary to further examine the particularities of the Kelsenian model of guardian of the constitution. Graz will be a stimulating environment to discuss these ideas with Professor Bezemek and the Department of Public Law and Political Science.
